New License


APPLYING FOR A NEW LICENSE

An applicant for licensure must meet these requirements:

  1. Complete one of the following for his/her specific licensed practice under certain qualifying conditions:

    • Cosmetologist or Barber - 1500 classroom hours or 3000 apprenticeship hours.
    • Nail Technician - 125 classroom hours or 250 apprenticeship hours.
    • Aesthetician - 300 classroom hours or 600 apprenticeship hours.
    • Electrologist - 300 classroom hours or 600 apprenticeship hours.
    • Cosmetology and Barber Instructors - 500 classroom hours or 2 years experience as an active practicing cosmetologist or barber and 250 class hours in cosmetology or barbering.
    • Electrology Instructors - 100 classroom hours or 2 years experience as an active practicing electrologist and 50 classroom hours in electrology.
    • Nail Technician Instructor - 45 classroom hours or 2 years experience as an active practicing nail technician and 25 classroom hours in nail technology.
  1. Successfully complete an education equivalent to the 10th grade. Instructors shall have successfully completed an education equivalent to completion of the 12th grade.
  1. Pass a written and practical exam.
  1. An applicant for licensure shall not have been the recipient of any administrative penalties regarding his or her licensed practice, including but not limited to fines, formal reprimands, license suspensions or revocation, (except for license revocations for nonpayment of license renewal fees), probationary limitations, and/or have not entered into any "consent agreements" which contain conditions placed by a Board on his or her professional conduct and practice, including any voluntary surrender of a license. The Board may, after a hearing, determine whether such administrative penalty is grounds to deny licensure; Applicants must submit a notarized affidavit demonstrating that they comply with the requirements of 24 Del. C., § 5107.
  1. An applicant for licensure shall not have any impairment related to drugs or alcohol that would limit the applicant's ability to undertake his or her licensed practice in a manner consistent with the safety of the public.
  1. An applicant shall not have a criminal record, nor pending criminal charge relating to an offense the circumstances of which substantially relate to his or her licensed practice. Applicants who have criminal conviction records or pending criminal charges shall require appropriate authorities to provide information about the record or charge directly to the Board in sufficient specificity to enable the Board to make a determination whether the record or charge is substantially related to his or her licensed practice.
