License by Reciprocity


An applicant applying for reciprocity must:
  1. Submit a completed and notarized application.
  1. Submit the pro-rated licensure fee. Check or money order must be made payable to the "State of Delaware".
  1. Submit a signed copy of current license. The license must be current at the time of Board approval.
  1. Request verification of licensure by using the form available on this website or request letters of good standing from all states where a license has been held at any time and have them sent directly to the Delaware Board office from those states.
  1. Apply for reciprocity by either of the following methods:

    Method 1

    1. You have successfully completed an education equivalent to the 10th grade. Instructors must have successfully completed an education equivalent to the 12th grade.
    2. You have passed a written and practical examination.
    3. You have completed the following classroom or apprenticeship training:

      Cosmetologists and Barbers 1500 classroom hours, or 3000 apprenticeship hours
      Nail Technicians 125 classroom hours, or 250 apprenticeship hours
      Electrologists 300 classroom hours, or 600 apprenticeship hours
      Aestheticians 300 classroom hours, or 600 apprenticeship hours
      Instructors - Barber and Cosmetology 2 years' experience as an active licensed practicing cosmetologist or barber, supplemented by at least 250 hours of instruction in cosmetology or barbering
      Instructor - Nail Technician 45 classroom hours, or 2 years' experience as an active licensed practicing nail technician, supplemented by at least 25 hours of instruction in nail technology
      Instructor - Electrology 100 classroom hours, or 2 years' experience as an active licensed practicing electrologist, supplemented by at least 50 hours of instruction in electrology

    Method 2

    If you meet the following requirement, submit a notarized statement from a present or prior employer(s) testifying that you have worked in the field for which you are seeking a license in Delaware for a period of 1 year before application in Delaware.

    1. You hold a current license from a state that DOES NOT meet ALL the requirements in Method # 1.
  1. If an applicant is applying for a license from a state with less stringent requirements than Delaware, the applicant must also submit a notarized statement(s) from a present or prior employer(s) testifying that the applicant has worked in the field for which the applicant is seeking a license in Delaware for the one year period before application in Delaware.
  1. An applicant for licensure shall not have been the recipient of any administrative penalties regarding his or her licensed practice, including but not limited to fines, formal reprimands, license suspensions or revocation, (except for license revocations for nonpayment of license renewal fees), probationary limitations, and/or have not entered into any "consent agreements" which contain conditions placed by a Board on his or her professional conduct and practice, including any voluntary surrender of a license. The Board may, after a hearing, determine whether such administrative penalty is grounds to deny licensure.
  1. An applicant for licensure shall not have any impairment related to drugs or alcohol that would limit the applicant's ability to undertake his or her licensed practice in a manner consistent with the safety of the public.
  1. An applicant shall not have been convicted of a felony.
  1. An applicant shall not have a criminal record, nor pending criminal charge relating to an offense, the circumstances of which substantially relate to his or her licensed practice. Applicants who have criminal conviction records or pending criminal charges shall require appropriate authorities to provide information about the record or charge directly to the Board in sufficient specificity to enable the Board to make a determination whether the record or charge is substantially related to his or her licensed practice.
An applicant may be issued a temporary permit to work in Delaware upon receipt of his/her completed reciprocity application, a completed temporary permit application and meeting all of the above requirements while his/her application is awaiting Board approval.
