Requirements for All Applicants
All applicants for a Plumbing license by examination must submit:
- Completed, signed and notarized application form
- Pro-rated processing fee by check or money order made payable to “State of Delaware.”
The applicant must also submit additional documentation depending on whether he or she is applying by Journeyman Certificate or Supervised Work Experience. See appropriate section below.
Additional Requirement for Applicants with Journeyman Certificate
Applicants with a "Journeyman Certificate" issued by an approved plumbing apprenticeship program must submit:
- Copy of Journeyman Certificate
- Affidavit of Employment form completed by licensed supervisor to verify two years of experience gained after receiving the certificate.
- If unable to obtain an Affidavit of Employment form from the licensed supervisor, you may submit tax form W-2's or an affidavit of the employer or officer of the employing company as proof of full-time experience, at the discretion of the Board.
Additional Requirements for Applicants with Supervised Work Experience
Applicants who have at least seven years experience under the supervision of a licensed plumber must submit:
- Affidavit of Employment form completed by licensed supervisor to verify seven years of supervised work experience.
- If unable to obtain an Affidavit of Employment form from the licensed supervisor, you may submit tax form W-2's or an affidavit of the employer or officer of the employing company as proof of full-time experience, at the discretion of the Board.
When the Board approves the affidavit, the applicant may take the Apprenticeship-By-Pass Examination. To arrange to take this examination, contact one of the schools listed below:

If a passing score is received, submit a copy of the examination results to Board office.
Taking the Plumbing Licensing Examination
When the Board approves the application to take the Licensing Examination, the Board office will send a Candidate Information Bulletin packet to the applicant. This packet includes the instructions and forms needed to register for the examination.
The examination service will notify the applicant of the exam results. If a passing score is received, submit a copy of the examination results to the Board office. When the Board office is notified of a passing grade, it will issue the license.
