Options for Applying for a License or Registration as a Member or Spouse


Applying for a Military Registration as a Member or Spouse through the Servicemember Civil Relief Act (SCRA)

Effective January 5, 2023, Congress added a new provision to the SCRA that allows servicemembers and their spouses to use their professional licenses and certificates when they relocate due to military orders, in certain circumstances.

If you are a qualified military member or the spouse of a qualified member and will be practicing in Delaware

  • only through the duration of your permanent station of relocation order you may apply for a Military Registration through SCRA.
  • beyond the duration of your permanent station of relocation order then you will need to apply for full licensure.

To apply for a Military Registration, you must first create your DELPROS user account. Go to the DELPROS online portal, and then click on Apply/Manage a License and Service Requests.

If you:

  • are already an existing user, log in with your email address and password under the existing user section.
  • have not yet created a DELPROS user account, click on Register.
  • After registering, from the Dashboard click the “Apply for a New License” button, then click “Proceed to Application”.
  • Select your Profession and then the Military Registration license type.
    • If the profession is for Medical Practice, you must select the Military Registration type in which you practice. If you are a practicing as a:
      • physician, select “Medical Practice Military Registration-MD-DO”;
      • physician assistant, select “Medical Practice Military Registration-PA”;
      • or in any of the other license types issued by the Medical Board, select “Medical Practice Military Registration-Other”.


Applying for a Provisional License as a Member or Spouse

If you are a qualified military member or the spouse of a qualified member, you may apply for a provisional professional license to practice in Delaware for up to six months while your application for a Delaware professional license is pending.

To apply for a Military Provisional license, you must first create your DELPROS user account. Go to the DELPROS online portal, and then click on Apply/Manage a License and Service Requests.

If you:

  • are already an existing user, log in with your email address and password under the existing user section.
  • have not yet created a DELPROS user account, click on Register.

Download and complete the applicable provisional form below and mail the signed and notarized form directly to the Division. For more information, see:

Once the Board Office has processed your submitted provisional license application, you will receive an application receipt email with instructions on how to view the status of your application. When the Board has reviewed and approved your application, you will receive a license approval email.

Continuation of License/Permit for Active Military Personnel

If you are qualified, you may apply to have your Delaware professional license remain active while you are on military deployment. Protection from a license or permit expiration under this provision does not void or limit your obligations as a licensee to meet all licensure requirements of applicable laws and regulations.

If you need to continue your license or permit during military deployment, log in to your DELPROS account, click on Service Request at the top header of the navigation menu bar. Click on APPLY FOR A NEW SERVICE REQUEST. Select your profession, license type and then select the service request type for Continuation of License or Permit During Military Deployment. Select your license number and click Save and Continue to proceed and complete this service request.


Military Education, Training or Experience

Delaware law allows professional licensing boards to consider your military education, training, or experience (METE) when determining whether you qualify for a professional license. To give credit for the METE, the Board must determine, based on the proof you submit, that your education, training, or experience is substantially equivalent to the licensure requirements in the law and regulations for your profession. In addition, you must meet all other licensure requirements, such as passing an examination. See 29 Del. C. §8735(p)(6).

Submit a METE request only if you meet all of these conditions:

  • You are a member of the active duty military, National Guard, military reserve, retired military or a military veteran.
  • You are filing a license application at the same time as this request, or you have already filed the application and it is still pending.
  • You believe you can meet the education and/or experience requirements of licensure only if given credit for METE.
