The primary objective of the Delaware Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners is to protect the public from unsafe practices and practices which tend to reduce competition or fix prices for services. The Board must also maintain standards of professional competence and service delivery. To meet these objectives, the Board
The Board issues master plumber, master HVACR and master restricted HVACR licenses. Restricted licenses limit practice to a specialty such as air conditioning.
The Board’s statutory authority is in 24 Del. C., Chapter 18.
The Board meets the second Tuesday of each month at 8:30 a.m., except August and December. All meetings are open to the general public and are held in the Cannon Building, 861 Silver Lake Boulevard, in Dover.
To ensure that business (such as a license application) is on the agenda for the Board to consider at its next meeting, submit all documentation to the Board office no later than 4:30 PM ten full working days before the meeting date.
NEW CODES ADOPTED FOR 2015

These codes include requirements to issue permits and conduct inspections.
County, city and municipal governments in Delaware must enforce the codes as adopted or modified by the Board. For more information, see Title 24, Chapter 1806 (12) (c) & (d).
