Nursing Home Administrator Licensure



When to Apply

Apply by Administrator-in-Training (AIT) if you have completed a Board-approved:

  • AIT Program AND
  • course of study in nursing home administration at an accredited educational institution.

Apply by Reciprocity if you:

    • hold a current NHA license in one of the below jurisdictions (state, U.S. territory, or District of Columbia):
      Pennsylvania (PA) Maryland (MD) New Jersey (NJ)
      Ohio (OH) Connecticut (CT) South Carolina (SC)
      New York (NY) New Hampshire (NH) Washington (WA)

The Board has determined that the above jurisdictions’ licensure standards are substantially similar to Delaware’s licensure standards.

  • hold a current NHA license in one or more jurisdictions not listed above but do not have three years of active NHA practice experience in any one of those jurisdictions
  • hold a current NHA license in another jurisdiction where you have three years of active NHA practice experience


Information on How to Apply for a License in DELPROS

All applications are submitted through our online system, DELPROS.

  • Click on the titles below in each section to expand the information.
In order to apply for a license or submit a service request, you must first have a DELPROS user account. To LOG IN or CREATE a DELPROS (Delaware Professional Regulation Online Services) user account:

  1. Go to: https://delpros.delaware.gov/OH_HomePage.
  2. Click GO on the Apply/Manage a License and Service Requests tile.
  3. If you do not have a DELPROS user account, click the REGISTER button on the left side of page for NEW USERS.
  4. If you already have a DELPROS user account, enter your email address and password on the right side for EXISTING USERS and click the LOGIN button.

DELPROS allows you to save your incomplete application and return to it later to finish the process. You only have six (6) months to submit your application once you begin.

  • If you do not submit your application within six months of starting it, you will be required to restart the entire online application again.

You may check the status of your application online throughout the entire application process by using the “View Application Status” feature in DELPROS on your e-License dashboard.

  1. Know the requirements for the license you are pursuing.
  2. Request and gather all documents required to upload on the Attachments page. All information and forms are located on your profession’s webpages.
On the ATTACHMENTS page of your application, you may be instructed to:

  • either “attach” or “upload” the required document(s) directly to your application. This means you will find the document(s) saved on your computer or device and upload it to your application.
  • click “acknowledge.” This means you will either have to mail the documents yourself or request the “third-party” mail the document(s) directly to the Board office.
    • Examples of “third-party forms” are transcripts from schools, employment verifications from a supervisor, and license verifications from another state.
  • Forms requiring a supervisor signature, seal, or notary may have to be MAILED to the Board office directly UNLESS the document specifically indicates to UPLOAD the document.

The requirements for this license type are provided in the following section(s).

These requirements are for all applicants regardless of if you applying by reciprocity or AIT.

In addition to submitting the application and fee in DELPROS, you must submit:

  • An official transcript showing your degree, sent directly from the college/university to the Board office.
  • Verification of your NAB Examination scores sent directly to the Board office from the National Association of Long Term Care Administrator Boards (NAB).
    • If you are applying by AIT but have not yet taken the exam, be sure to request NAB to send your scores to Delaware when you register for the exam.
    • If you are applying by AIT and have already passed the exam, request a score transfer only if you did not request NAB to send your scores to Delaware when you registered.
    • If you are applying by reciprocity, you must request a score transfer.
  • A State of Delaware and Federal Bureau of Investigation criminal background check (CBC). Go to the Criminal Background Check Process page to find the Service Code required to obtain a State of Delaware and Federal Bureau of Investigation criminal background check. Once you have your Service Code, you will be directed to the IdentoGO website for instructions to complete the fingerprinting process.
    • Criminal background checks completed for any other purpose (e.g., employment, licensure in other states) will not meet this requirement.
  • State/Jurisdiction Licensure Verification sent directly to the Board office from each state or jurisdiction in which you currently hold or have ever held a license.
  • A resume or separate page thoroughly describing your occupational background. The document must list all post-degree positions you have held, starting with your current position. All time must be accounted for. If you have been involved in an academic residency or internship or in a Board-approved AIT program, include the following information:
    • dates of employment
    • title of position
    • name and address of employer or organization
    • employer/organization telephone number and email
  • A resume or separate page thoroughly describing all past administrative experience that you acquired in a residential facility providing protective, preventive and personal care services performed by qualified personnel. (Personal care refers to the general supervision of and direct assistance to individuals in their activities of daily living.)
    • Your experience must include:
      • administration of services to more than one person,
      • administrative services which have (or had) as a major component the supervision of more than one profession or discipline,
      • administrative positions in which you have (or had) direct responsibility for and are (were) held accountable for your own acts.
    • A description of your duties and responsibilities for the time periods when you supervised more than one profession or discipline. Include the dates and number of hours as well as the kinds of employees. Also, list the dates and hours for which you have served as acting administrator in the absence of the duly appointed administrator.
If you have completed your AIT program, in addition to submitting the application, fee, and supporting documentation required in the previous section in DELPROS, you must also submit:

  • A course certificate or transcript showing that you have completed a Board-approved course of study in nursing home administration at an accredited educational institution.
To apply by reciprocity, you must hold current NHA licensure in another jurisdiction. If you do not have three years NHA experience in any jurisdiction where you hold a current license, at least one of the jurisdictions where you hold a current license must have licensure requirements that are substantially similar to those of Delaware.

If you DO NOT hold a current license in at least one of the above jurisdictions whose standards are substantially similar, you must submit the following:

  • Tax form W-2s or other proof of your active practice if you have three years of NHA experience in any jurisdiction where you hold a current license.
  • Copies of or links to the licensure law and rules and regulations of all jurisdictions where you hold a current NHA license.
    • The Board will determine if any of the jurisdictions’ licensure requirements are substantially similar to those of Delaware.
    • If the Board determines that none of the jurisdictions where you hold a current license has licensure requirements substantially similar to those of Delaware and you do not have three years of NHA experience in any of those jurisdictions, you cannot qualify for NHA licensure by reciprocity. To qualify for licensure by AIT, you must file an Administrator-in-Training application in DELPROS.
If your license has been expired for more than a year, to resume practicing in Delaware, you must reapply as a new applicant in DELPROS. You must:

  • Login to your DELPROS dashboard.
  • If you do not have a DELPROS user account, click REGISTER on the DELPROS Login page.
  • From your expired license on your Dashboard, click OPTIONS on the right, then click Reapply.

In addition to the Requirements for All Applicants, you must provide proof of at least 48 hours of continuing education completed within the past two years prior to applying.
