In order to apply for a license or submit a service request, you must first have a DELPROS user account. To LOG IN or CREATE a DELPROS (Delaware Professional Regulation Online Services) user account:

1. Go to: https://delpros.delaware.gov/OH_HomePage.
2. Click GO on the Apply/Manage a License and Service Requests tile.
3. If you do not have a DELPROS user account, click the REGISTER button on the left side of page for NEW USERS.
4. If you already have a DELPROS user account, enter your email address and password on the right side for EXISTING USERS and click the LOGIN button.

DELPROS allows you to save your incomplete application and return to it later to finish the process. You only have six (6) months to submit your application once you begin.

• If you do not submit your application within six months of starting it, you will be required to restart the entire online application again.

You may check the status of your application online throughout the entire application process by using the “View Application Status” feature in DELPROS on your e-License dashboard.

1. Know the requirements for the license you are pursuing.
   • For more information on the requirements for licensure, refer to your profession’s License Law and Rules and Regulations.
2. Request and gather all documents required to upload on the Attachments page. All information and forms are located on your profession’s webpages.

On the ATTACHMENTS page of your application, you may be instructed to:

• either “attach” or “upload” the required document(s) directly to your application. This means you will find the document(s) saved on your computer or device and upload it to your application.

• click “acknowledge.” This means you will either have to mail the documents yourself or request the “third-party” mail the document(s) directly to the Board office.
  • Examples of “third-party forms” are transcripts from schools, employment verifications from a supervisor, and license verifications from another state.
• Forms requiring a supervisor signature, seal, or notary may have to be MAILED to the Board office directly UNLESS the document specifically indicates to UPLOAD the document.

The requirements for this license type are provided in the following section(s).

In addition to submitting the application and fee in DELPROS, you must submit:

• A signed letter from the national or parent organization on its letterhead, specifically stating that your chapter is properly affiliated, and
• A current copy of the parent organization’s IRS group exemption letter dated within the past 12 months if you are relying on a group exemption letter issued to a national or parent organization.

• A letter from the premises owner (on owner’s letterhead) allowing your organization to hold its event(s) on a specific date, OR
• A copy of your lease or rental agreement if the event will be held at any location other than the organization’s physical Delaware address.

The Board reserves the right to accept or reject any application for the conduct of a function on specially leased or donated premises.

• A letter on your organization’s letterhead designating the new Member(s)-In-Charge if a Member(s)-In-Charge has changed since your last application. The letter, signed by the organization’s officer, must grant the Member(s)-In-Charge authority to submit Annual Raffle applications on behalf of the organization and to be responsible for all permitted Annual Raffle events.

In addition to submitting the application, fee, and supporting documentation required in the previous section, in DELPROS, you must also submit:

• Documentation from the (IRS) dated within the past 12 months, showing proof of the following:
  • organization’s legal name
  • physical Delaware address
  • EIN or Federal ID Number
  • 501(c) IRS determination

• A copy of your organization’s formation documents (e.g.Articles of Incorporation, By-Laws, Constitution, Charter, etc.). The documentation submitted must include your organization’s purpose and/or mission statement.

• A notarized letter on your organization’s letterhead designating up to five Members-In-Charge of the Annual Raffle event(s). The letter, signed by the officer of the organization, must grant the Member(s)-In-Charge the authority to submit applications on behalf of the organization and to be responsible for all permitted Annual Raffle events.

An Annual Raffle license expires exactly a year after being issued. For instance, if you were issued your license on March 7, 2025, the license will expire on March 7, 2026.

You are not permitted to sell annual raffle tickets while the license is expired.
After expiration, if you wish to resume selling raffle tickets in Delaware, you must apply in DELPROS for another Annual Raffle license (for raffle events throughout one year) or a Raffle Event permit (for a single group of events).

• Once your Annual Raffle license is issued, you will need to submit a Notification of New Raffle Event service request for every raffle event you intend to hold. The start date of the raffle event must be at least 7 days from the day you submit the Notification of New Raffle Event service request.
• Once the raffle event is concluded, you must submit an Annual Raffle After Occasion Report (AOR) service request within 60 days of the raffle event conclusion date.

You must submit the After Occasion Report (AOR) in DELPROS, our online professional licensure system. AORs submitted via paper form will not be accepted.

To submit the AOR service request:

1. Click the “SERVICE REQUEST” option in the blue navigation bar at the top of your DELPROS dashboard.
2. Click the “APPLY FOR A NEW SERVICE REQUEST” button.
3. Answer “YES” to the question Is your request specific to a particular license or application?.
4. Select the profession, license type, and service request type.
5. Select the correct license for this AOR submission, then continue the service request process.

You will receive an email notification once the service request has been completed.
