Volunteer fire companies, veterans organizations, religious or charitable organizations, and fraternal societies that have been in existence at least two years may apply for an Instant or Sealed Games permit, provided:
You must receive your Instant or Sealed Games permit before advertising or selling instant or sealed games.
All applications are submitted our online system DELPROS. We no longer accept paper applications.
In order to apply for a license or submit a service request, you must first have a DELPROS user account. To LOG IN or CREATE a DELPROS (Delaware Professional Regulation Online Services) user account:
DELPROS allows you to save your incomplete application and return to it later to finish the process. You only have six (6) months to submit your application once you begin.
You may check the status of your application online throughout the entire application process by using the “View Application Status” feature in DELPROS on your e-License dashboard.

Instant or Sealed Games permits expire on June 30 of each year.
A few months before the expiration date of your license, a renewal notice will be sent to the email address on the record. This notice will explain how to access your online renewal application in DELPROS, our online professional licensure system. To complete the online renewal application, you must log-in to your account, answer questions, and use a credit card to pay your renewal fee.
All notices about professional licenses, such as renewal and audit notices, will be sent by email only. It is important to keep your contact information up-to-date so that all the notices we send reach you. To check and update your contact information online, click on Manage Profile link in DELPROS.
If you do not complete renewal before the expiration date, your permit will expire. You are not permitted to sell instant or sealed game tickets while the permit is expired. You may file a late renewal application through August 31. Even though you can file a late renewal application, it is illegal to sell tickets until the permit is actually renewed. The late period is not a “grace period.”
If you fail to renew by the end of the late period, your permit will terminate. After termination, you must reapply in DELPROS if you wish to resume selling instant or sealed game tickets in Delaware.
